It works if you want a stable base with reliable infrastructure at a contained budget by Canadian standards, and if winter truly doesn't scare you. It doesn't work if you want mild weather, a well-connected airport, or an international nomad circuit: from December to March the cold is brutal, the city turns indoors, and there's essentially no digital-nomad community here.

Plenty of locals just work from cafés — there's good specialty coffee culture in Osborne and the Exchange — and in winter that's semi-mandatory, since nobody wants to walk more than they must.

Wolseley: leafy, pretty old houses along the Assiniboine River, quiet and a bit hippie, good if you want calm and still be ten minutes from downtown. Corydon Avenue / Little Italy and St. Boniface (the francophone quarter across the Red River) are the other two safe bets: more residential, good food, and St. Boniface with a cultural character of its own.

What you do get is a genuinely diverse city: a huge Filipino community — proportionally one of Canada's largest — long-standing Punjabi and Ukrainian presence, the country's largest urban Indigenous population, and a growing but small Latino community. Daily life is 100% in English; French lives mainly in St. Boniface and the schools. Spanish gets you by in Latino circles and some businesses, not on the street.
