Oulu es una ciudad tech de verdad (universidad grande, herencia Nokia, mucha ingeniería de radio y redes) con tamaño de pueblo grande: unos 215 mil habitantes a 65°N, unos 170 km al sur del Círculo Polar. Funciona increíble si tu prioridad es internet impecable, calles seguras, naturaleza a diez minutos y rentas que rondan la mitad de las de Helsinki. No funciona si necesitas estímulo urbano, vida nocturna o sol: de noviembre a marzo el día útil dura tres o cuatro horas y la ciudad se pone muy silenciosa. Es una base para trabajar concentrado, no para vibrar.Oulu is a genuine tech city (big university, Nokia legacy, a lot of radio and network engineering) at the scale of a large town: around 215,000 people at 65°N, roughly 170 km south of the Arctic Circle. It works beautifully if what you want is flawless internet, safe streets, nature ten minutes away and rents around half of Helsinki's. It does not work if you need urban stimulation, nightlife or sunlight: from November to March you get three or four usable hours of daylight and the city goes very quiet. This is a base for focused work, not for buzz.

Finnish mobile plans are among the best anywhere — genuinely unlimited data for ≈US$25, with one important catch: they're sold by speed cap (you pay more for 100, 300 or 1000 Mbit/s), not by gigabytes, so tethering is a serious working option. Mobile coverage holds up well outside the city too. Outages are very rare: the Finnish grid stays solid even at -25 °C. If your work lives on video calls, you'll have no excuses here.

The best-known space is Business Kitchen, connected to the University of Oulu and the university of applied sciences (OAMK), built around entrepreneurship and students — ask whether they take outsiders and on what terms, because that shifts from year to year. Beyond that there are private shared offices and startup hubs, but few of them, and without the "walk in today, pay by the day" logic you get in Lisbon or Medellín; don't count on finding a day pass at nine in the morning. Budget ≈US$150-250 a month for a fixed desk and confirm availability before you move, not after. The real, widely used fallback: the main city library and downtown cafés, with good wifi but early closing times.

Linnanmaa y el vecino Kaijonharju concentran el campus y la vivienda estudiantil (la fundación PSOAS maneja buena parte de ella), así que ahí está la mayor densidad de extranjeros, aunque queda a un trecho del centro; ojo: PSOAS alquila solo a estudiantes matriculados, si no lo eres esa vivienda barata no es para ti. Toppila (antigua zona portuaria, hoy residencial) y Kaukovainio son opciones más baratas para quien quiere departamento propio sin pagar precio de centro.Keskusta, the centre, is compact and walkable: everything sits within fifteen minutes, and it holds the cafés, the market and what little nightlife exists. Tuira, across the bridge to the north, is the favourite of younger people and newcomers — quiet, by the river, good value. Linnanmaa and neighbouring Kaijonharju hold the campus and student housing (the PSOAS foundation runs much of it), so that's where foreigner density is highest, though it's a ride from the centre — note that PSOAS rents only to enrolled students, so if you're not one, that cheap housing isn't for you. Toppila (an old harbour area, now residential) and Kaukovainio are cheaper options if you want your own flat without downtown prices.

La comunidad hispanohablante es mínima: cuenta con encontrar a otros latinos por la universidad o por trabajo, no por barrios. What does exist is a real international community thanks to the university, which runs English-taught master's programmes and pulls in students and researchers from everywhere, plus the engineering ecosystem where English is a daily working language. The street language is Finnish and Finnish is hard, but nearly everyone speaks English, and speaks it well. The Spanish-speaking community is tiny: expect to find other Latin Americans through the university or through work, not through neighbourhoods. Socially, Finns are warm but slow: they open up through shared activity — sauna, sport, a hobby, a choir, anything — not through bar conversation. If you don't join something structured, winter can genuinely isolate you.

Segundo tema: los trámites. Para alquilar en serio, cobrar o abrir cuenta bancaria necesitas el código de identidad finlandés (henkilötunnus), que se tramita registrándote en la oficina de padrón (DVV); sin eso todo se traba. Around the December solstice the sun comes up past ten and drops just before two, and that lasts months, not weeks: plenty of people crash emotionally their first winter. Get a bright light lamp, take vitamin D, and get outside every day even when you don't want to. Cold is a clothing problem: January averages several degrees below zero with cold snaps of -20 °C or lower, and the city doesn't stop — Oulu is known for its winter-maintained cycle network, so a bike on studded tyres is real transport, not an extreme sport. Second issue: paperwork. To rent properly, get paid or open a bank account you need the Finnish personal identity code (henkilötunnus), obtained by registering with the population authority (DVV); without it everything jams. Deposits usually run one to three months' rent, contracts are formal, and many landlords want proof of income — and finding a flat in August–September is rough because you're competing with the student intake. Third: Finland has no digital nomad visa like Estonia or Spain, so if you're not from the EU you're on the 90-day Schengen clock unless you apply for an actual residence permit (the self-employed one, for instance) — sort that out before you buy a ticket. And the small stuff: spirits are sold only in the state Alko shops and are expensive, eating out adds up fast, northern mosquitoes are a genuine problem in summer, and since everything here is priced in euros, your dollar figures move with the exchange rate.
