Kotor funciona si quieres una base tranquila y barata fuera de temporada, con una de las bahías más bonitas de Europa a la puerta, y trabajas solo sin depender de una comunidad grande. No funciona si necesitas escena nómada, precios estables o vida todo el año: es una ciudad pequeña (poco más de diez mil habitantes) que en julio y agosto se llena de pasajeros de crucero y donde las rentas se disparan, y que de noviembre a marzo se apaga y llueve muchísimo. El internet en la parte nueva es decente, pero el polo real de trabajo remoto de la bahía está en Tivat, a unos 20 minutos. Los presupuestos de abajo son de temporada baja con contrato largo; en verano, con alquiler por mes suelto, súmales varios cientos de dólares.Kotor works if you want a quiet, cheap off-season base with one of Europe's most beautiful bays at your door, and you work alone without needing a big community. It doesn't work if you need a nomad scene, stable prices, or a town that's alive year-round: this is a small town (a bit over ten thousand people) that fills with cruise-ship crowds in July and August, when rents spike, and that shuts down from November to March under a lot of rain. Internet in the newer part of town is decent, but the bay's real remote-work hub is Tivat, about 20 minutes away. The budgets below assume off-season with a long lease; in summer, renting month-to-month, add several hundred dollars.

Internet y señalInternet & signal

Montenegro tiene tres operadores nacionales (Crnogorski Telekom, m:tel y One) y en Kotor nuevo, Dobrota y Škaljari lo normal es contratar un plan de fibra de decenas a un par de cientos de Mbps por poco dinero. El problema no es el país, es el edificio: en el casco antiguo, de piedra y con instalaciones viejas, muchos departamentos siguen con cable o ADSL lento y wifi compartido entre pisos. Haz tú mismo una prueba de velocidad antes de firmar y no confíes en lo que diga el anuncio. El 4G es sólido en toda la bahía y suficiente como respaldo; el 5G existe en el país pero la cobertura es irregular, no cuentes con él aquí. Lo que sí pasa: cortes de luz puntuales en las tormentas de invierno (que en esta bahía son serias) y zonas muertas de señal en las curvas de la montaña hacia Lovćen. No hay censura ni bloqueos, así que no necesitas VPN por obligación, pero ten un plan B con hotspot si tienes llamadas que no se pueden caer.Montenegro has three national carriers (Crnogorski Telekom, m:tel and One), and in newer Kotor, Dobrota and Škaljari a fiber plan in the tens to low hundreds of Mbps is cheap and normal. The problem isn't the country, it's the building: in the stone Old Town with its old wiring, plenty of apartments are still on slow cable or ADSL with wifi shared between flats. Run your own speed test before signing — don't trust the listing. 4G is solid across the bay and fine as a backup; 5G exists in the country but coverage is patchy, so don't count on it here. What does happen: occasional power cuts during winter storms (which are serious in this bay) and dead spots on the mountain road up toward Lovćen. There's no censorship or blocking, so you don't need a VPN out of necessity, but keep a hotspot plan B if you have calls that can't drop.

CoworkingCoworking

Sé honesto contigo: Kotor no es una ciudad de coworkings. Small spaces around the bay have opened and closed and the lineup changes year to year, so don't move here assuming one will be running when you arrive — check the week before, which is exactly why I'm not naming any. The area's real remote-work hub is Tivat, about 20 minutes by car or bus, where the country's nomad community and the more stable options are concentrated. A flexible monthly desk runs around ≈US$110-170. Plenty of people here just work from the apartment or from cafés, but note: local bars are social and loud, in summer there isn't a free table, and although indoor smoking has been banned by law since 2019, enforcement is uneven. If your job is calls, rent a place with a proper desk instead of relying on a café.

Dónde vive la gente nómadaWhere nomads actually live

Dobrota es donde acaba viviendo casi todo el que se queda meses: una franja larga junto al agua al norte del casco antiguo, con departamentos modernos, vista a la bahía, súper y paseo peatonal, y a la vez lejos del ruido de los cruceros. Es la apuesta segura. Škaljari, justo al sur, es más residencial y local, algo más barato y sigue siendo caminable al centro. Muo y Prčanj, al otro lado del agua, son los más tranquilos y con la mejor vista de la ciudad amurallada, pero dependes del autobús o de tener coche y en invierno se sienten muy vacíos. El casco antiguo (Stari Grad) es precioso para visitar y complicado para vivir: humedad, ruido de bares hasta tarde, oleadas de turistas de crucero y nada de estacionamiento. Y si a las dos semanas sientes que el pueblo te queda chico, Tivat (20 min) es la alternativa obvia: más servicios, el aeropuerto al lado y más gente trabajando remoto.Dobrota is where almost everyone staying for months ends up: a long waterfront strip north of the Old Town with modern apartments, bay views, supermarkets and a seaside promenade, while staying away from the cruise-ship noise. It's the safe bet. Škaljari, just south, is more residential and local, a bit cheaper, and still walkable to the center. Muo and Prčanj, across the water, are the quietest and have the best view of the walled town, but you depend on the bus or a car and they feel very empty in winter. The Old Town (Stari Grad) is gorgeous to visit and awkward to live in: damp, bar noise until late, waves of cruise passengers and no parking. And if after two weeks the town feels too small, Tivat (20 min) is the obvious alternative: more services, the airport right there, and more remote workers.

ComunidadCommunity

La comunidad nómada de Kotor es pequeña y muy estacional: en primavera y verano te cruzas gente todo el tiempo, en enero puedes pasar semanas sin conocer a otro extranjero que trabaje remoto. Lo que sí hay todo el año es una comunidad extranjera residente considerable — rusos, ucranianos, serbios y europeos del norte — y desde 2022 el ruso se escucha muchísimo en la bahía. Hispanohablantes hay poquísimos: no cuentes con encontrar tu gente en español. El día a día se hace en montenegrino, pero la gente joven y todo el sector turístico hablan buen inglés, así que te desenvuelves sin problema. La vida social pasa en los cafés, no en meetups: es un pueblo, y la forma de entrar es volverte cliente fijo de un sitio. Si quieres eventos, red y gente con tu mismo horario de trabajo, tendrás que bajar a Tivat con frecuencia.Kotor's nomad community is small and very seasonal: in spring and summer you bump into people constantly, in January you can go weeks without meeting another remote worker. What does exist year-round is a sizable resident foreign community — Russians, Ukrainians, Serbs and northern Europeans — and since 2022 you hear a lot of Russian around the bay. Spanish speakers are scarce: don't count on finding your people in Spanish. Daily life runs in Montenegrin, but young people and the entire tourism sector speak good English, so you'll manage fine. Social life happens in cafés, not meetups: it's a small town, and the way in is becoming a regular somewhere. If you want events, a network and people on your work schedule, you'll be heading down to Tivat often.

Dos cosas te pueden arruinar el plan aquí. La primera es la estacionalidad brutal: en julio y agosto llegan cruceros que meten miles de personas al día en un casco antiguo diminuto, los precios y las rentas se disparan y la carretera de la bahía se vuelve un suplicio; de noviembre a marzo pasa lo contrario, cierran restaurantes, se va la gente y llueve una barbaridad — la bahía de Kotor está entre las zonas más lluviosas de Europa, y en departamentos de piedra mal calefaccionados eso significa humedad y moho de verdad. Si buscas precio, negocia un contrato largo empezando en octubre; si llegas en junio a buscar piso, vas a pagar precio de turista. La segunda es la parte legal: muchas nacionalidades (incluidas varias latinoamericanas) entran sin visa hasta 90 días, pero las condiciones cambian según tu pasaporte, así que confírmalo en la fuente oficial antes de comprar el vuelo; como Montenegro no es Schengen, esos días no te gastan tu cupo europeo, y esa sí es una ventaja real. Quedarte más tiempo requiere permiso de residencia; el permiso de nómada digital existe, pero es lento y burocrático y los requisitos se han ido ajustando — verifica los vigentes. Además la ley te obliga a registrar tu domicilio ante la policía al llegar (el "cartón blanco"), trámite que corresponde al casero: muchos alquilan en efectivo sin registrar nada y luego tú te quedas sin el papel que necesitas para cualquier gestión. Exige que te registren desde el primer día. Y detalles menores: se usa el euro aunque el país no esté en la UE, muchos sitios pequeños son solo efectivo, y aunque Kotor tiene hospital general, para algo médico especializado acabarás yendo a Podgorica.Two things can wreck your plan here. First, the brutal seasonality: in July and August cruise ships dump thousands of people a day into a tiny Old Town, prices and rents spike and the bay road becomes a nightmare; from November to March it's the opposite — restaurants close, people leave, and it rains an enormous amount. The Bay of Kotor is among the wettest corners of Europe, and in poorly heated stone apartments that means real damp and mold. If you want the good price, negotiate a long lease starting in October; if you show up in June to find a place, you'll pay tourist rates. Second, the legal side: many nationalities (several Latin American ones included) enter visa-free for up to 90 days, but the terms depend on your passport, so confirm it with the official source before booking the flight. Since Montenegro isn't in Schengen, those days don't burn your European allowance — that part is a genuine perk. Staying longer needs a residence permit; the digital nomad permit does exist, but it's slow and bureaucratic and the requirements have been adjusted over time, so check the current ones. The law also requires registering your address with the police on arrival (the "white card"), which is the landlord's job — many rent in cash and register nothing, leaving you without the document you'll need for anything official. Insist on being registered from day one. Minor details: the euro is used even though the country isn't in the EU, plenty of small places are cash-only, and while Kotor does have a general hospital, for specialized medical care you'll end up in Podgorica.
