It's an old city with a long history, a prefectural seat since imperial times, and its great treasure is the Kaiyuan Temple Pagoda, also called the Liaodi Pagoda: an 11th-century brick tower that is the tallest surviving pre-modern pagoda in China, originally built partly as a military watchtower. This is flat, dry, dusty northern China, agricultural and little-visited, where heritage suddenly appears in the middle of an ordinary provincial town.
