In 2023 Uruguay created a temporary residence permit aimed at people who work remotely for companies or clients based outside the country. It's one of the simplest schemes in the region: it relies on a sworn statement that you work remotely and, as originally designed, does not require proving a minimum income. It's the right route if you want to settle legally for a few months, open a bank account and get an ID, without yet committing to permanent residence.
As designed, the program has no mandatory minimum income: you simply declare under oath that you work remotely for foreign employers or clients. Confirm the current requirement with the official source before applying.
Luego podés pasar a residencia legal temporaria o permanente si querés quedarte más.≈180 days, renewable once for another ≈180 (up to roughly 1 year). Afterwards you can switch to legal temporary or permanent residence if you want to stay longer.

The digital nomad scheme generally treats all eligible nationalities the same: Europeans, Americans and Latin Americans apply through the same procedure, first entering as tourists (most visa-free for 90 days) and filing the permit from inside the country. The big difference is MERCOSUR: if you're from Argentina, Brazil, Paraguay, Bolivia or an associated state (Chile, Colombia, Peru, Ecuador, Guyana, Suriname), you have a simpler, more direct residence route under the MERCOSUR Residence Agreement, which is often more convenient than the nomad permit. On documents: Uruguay is a party to the Hague Convention, so your official foreign documents need an apostille; if you come from a non-member country (e.g. Cuba), they're legalized through consular channels. Anything not in Spanish must be translated by a Uruguayan sworn translator. Always confirm the income requirement and the exact document list with the official source before you travel.
You enter Uruguay visa-free as a tourist (usually 90 days) and can file the permit from inside. Mexico is a Hague apostille member, so your official documents get apostilled (no consular legalization needed). Note: Mexico is not covered by the MERCOSUR Residence Agreement, so the nomad permit (or ordinary legal residence) is your actual route, unlike the South American neighbors.
Spain is a Hague member, so your criminal record, birth certificate and other documents are apostilled in Spain before you travel. You're not in MERCOSUR, so you use the nomad route or ordinary legal residence.
Full MERCOSUR member: the MERCOSUR Residence Agreement is usually a BETTER fit than the nomad permit — more direct and cheaper, and you can even enter with your national ID (no passport). Argentina is a Hague apostille member. If you still prefer the nomad route for speed, it's available.
Entrás sin visa como turista y Colombia firma la apostilla de La Haya, así que tus documentos se apostillan (no legalización consular).MERCOSUR associated state: you can use the MERCOSUR Residence Agreement, usually a simpler and more direct route than the nomad permit. You enter visa-free as a tourist and Colombia is a Hague apostille member, so your documents get apostilled (no consular legalization).
You enter visa-free as a tourist and file in-country. The US is a Hague apostille member, but note that state-issued documents (birth certificate, background check) are apostilled by each state's Secretary of State, not the federal government — check which one applies. You're not in MERCOSUR: your route is the nomad permit or ordinary legal residence.
Entrás sin visa y Chile firma la apostilla de La Haya.MERCOSUR associated state: you qualify for the MERCOSUR Residence Agreement, usually more convenient than the nomad permit. You enter visa-free and Chile is a Hague apostille member.
Bolivia is a full MERCOSUR member, so the MERCOSUR residence route is usually more direct than the nomad permit. Bolivia acceded to the Hague Convention (in force since 2018), so its documents are now apostilled; still, confirm the apostille is available for your specific document.
Cuba tampoco está en el MERCOSUR.Cuba is NOT a Hague Convention member: your official documents need consular legalization (via the consulate/foreign ministry), not an apostille — a slower process, so plan ahead. Also confirm whether your Cuban passport needs a consular visa to enter Uruguay before travelling. Cuba is not in MERCOSUR either.
In principle Venezuela ratified the MERCOSUR Residence Agreement, which may apply to you, and it is a Hague member on paper. The real bottleneck is obtaining apostilled, up-to-date Venezuelan documents (background check, birth certificate); start that process well in advance. Also confirm the current entry-visa requirement for your passport.

Antes de solicitarBefore you apply
Get these ready — several take weeks and the application can't start without them.
Valid passport and tourist entry. Most Latin American, European and US nationalities enter Uruguay without a consular visa (usually 90 days), so the remote-work permit is typically started once you're already in-country. Check whether your specific nationality needs an entry visa first.
Criminal-record certificate from your country (and from countries you lived in during recent years), apostilled. The apostille typically takes ~2-6 weeks depending on the issuing country. If it isn't in Spanish, add a translation by a Uruguayan sworn public translator.
Proof your work is remote and for clients abroad: employment contract, freelance registration, or a client portfolio outside Uruguay. The remote-work scheme requires that your income is earned outside the country.
Proof of stable income and bank statements showing solvency. There is no rigid published minimum, but you must show sufficient means of support; confirm the current requirement with the official Dirección Nacional de Migración source.
Health insurance with coverage in Uruguay, arranged before or on arrival. Keep it active from entry so you're not uncovered while the paperwork is in process. The program does not set a published minimum coverage amount; an international/travel policy with medical assistance works for entry, and once you're a resident you can join a local mutualista or health plan.
Apostilled birth certificate. It isn't always required for the remote-work permit, but it's essential if you later convert to legal residence, so it's worth bringing it already apostilled and translated.

You declare under oath that you are a remote service provider / remote worker for foreign clients. This declaration is the heart of the scheme; it attests your situation without requiring (as designed) a minimum income.
5Pagá las tasas y obtené la residencia provisoriaPay the fees and get provisional residence

7Prorrogá o pasá a residencia legalRenew or move to legal residence
You can renew for another ≈180 days. Approval starts the clocks: a window to enter the country and deadline-bound steps after you land.
Remote-work permit (under the 2023 decree framework): allows a stay of up to 180 days, extendable for another 180 (~1 year total). The exact deadline that applies to you is printed on your resolution/receipt — go by that date, not the general reference.
It's issued for the duration of your authorization and is your document for operating locally (bank, contracts, etc.).
Registration with the Dirección Nacional de Migración: formalizes your immigration status on entry or when processing the permit. That's where the receipt setting your deadlines comes from.
Conversion to legal residence: Uruguay is known for its accessible path to permanent residence, and the remote-work permit works as a bridge. You can start legal residence by proving stable income and a clean criminal record, with no investment amount required.
Path to legal citizenship: time as a legal resident counts toward it — traditionally ~3 years if you have family or ties in Uruguay and ~5 years otherwise. Confirm the exact count with the official source before relying on it.
If you let the deadline lapse without extending or converting to residence, you fall out of status. Request the extension or start legal residence before the expiry date on your receipt so you don't lose continuity.
