Serbia does NOT have a digital nomad visa, no matter how many internet lists claim otherwise (a nomad scheme has been talked about publicly, but there is no permit operating under that name — verify before you plan around it). What Serbia does have is very useful for a nomad: 90 visa-free days for almost every Latin American and European passport, and those days do NOT eat into your Schengen allowance, since Serbia is outside it. To stay longer, the real route is temporary residence: the one most remote workers use is registering as a preduzetnik (sole trader) or opening a d.o.o. company and applying for the single residence-and-work permit; there is also temporary residence for owners of Serbian real estate. There is no \"passive foreign income only\" track designed for nomads.

There is no published income threshold, because there is no nomad visa to publish one for. The law requires you to prove \"sufficient means of subsistence\", and the officer weighs that against the local standard: Serbia's net minimum wage is roughly ≈ RSD 55,000/month (order of magnitude for 2025-2026 — check the current figure). In practice, local law firms suggest showing ≈ EUR 1,000-1,500/month of stable income or savings covering several months, but that is practitioner guidance, not a legal rule. If you go the preduzetnik route, what really counts is that your business is active and current on taxes and contributions. Separate but useful: Serbia's income tax law provides an exemption for foreigners working remotely for a foreign employer during short stays (reported as up to 90 days) — confirm the current wording and conditions with the Tax Administration before relying on it.

Confirma el plazo que aplique a tu base legal con el MUP.Without residence: 90 days within any 180-day period (it does not reset by stepping out for a weekend). With temporary residence: since the 2023 reform of the Law on Foreigners the permit can be granted for up to 3 years, renewable; a first application is often granted for a shorter term, commonly 1 year. After 3 continuous years of temporary residence you can apply for permanent residence (stalno nastanjenje). Confirm the term that applies to your legal basis with MUP.

Tiempo de trámiteProcessing time

Registering a preduzetnik or d.o.o. with APR: ≈ 3-10 business days. Foreigner's tax number (EBS) at the Tax Administration: ≈ 1-5 days. Single-permit decision: the administrative deadline is short on paper (weeks from a complete file), but in practice it runs ≈ 1 to 3 months depending on the police department — confirm the applicable deadline with MUP. Biometric residence card: ≈ 2-4 more weeks after approval. Realistic end-to-end total: ≈ 2-4 months.

¿Qué pasaporte tienes?Which passport do you hold?

The permit is the same for everyone; what changes is how you apply: your route, your paperwork and your timings.

La regla general y los 9 pasaportes con reglas propias →The general rule and all 9 passports with specific rules →

The general rule here is simple and honest: Serbian temporary residence is THE SAME for everyone. There is no preferred-country list and no fast lane for Europeans. What your passport changes is two things, and neither concerns the permit itself. First, how you enter: most Latin American passports and all EU ones, plus the US, UK and Canada, enter visa-free for 90 days within 180, and those days do not touch your Schengen allowance because Serbia is outside it; some passports need a consular visa first, and Serbia has revised that list more than once (it re-imposed visas on several previously exempt countries from 2023 onwards as part of aligning with EU visa policy), so check it with the Serbian Ministry of Foreign Affairs before booking a flight. Second, how you legalise your paperwork: if your country is in the Hague Convention — Mexico, Spain, Argentina, Colombia, the US, Brazil, Chile, Peru and nearly all of Latin America are, and China has been since November 2023 — an apostille is enough; if not, you face chain consular legalisation, which takes far longer. In every case, any document not in Serbian needs a certified translation by a local sudski prevodilac. A minor third factor: Serbia has bilateral social security agreements with a number of countries, which can affect where you pay contributions; have an adviser check that against your specific case.

You enter visa-free for 90 days within 180, and those days do not consume your Schengen allowance: Belgrade or Novi Sad make a good reset while you wait for a European window. Mexico is a Hague Convention party, so your birth certificate, police clearance or power of attorney get apostilled at the Secretaría de Gobernación or your state government office, depending on who issued the document. Everything then goes to certified Serbian translation once you are in Serbia. If you will invoice Mexican clients from a Serbian preduzetnik, check the SAT interaction and your tax residency with an accountant, because passing 183 days in Serbia makes you a Serbian tax resident.

You enter visa-free 90/180 and, unlike most, you can do it with your DNI: Serbia accepts EU national ID cards for entry. Watch the trap: being an EU citizen gives you NO residence rights in Serbia, which is not a member state; you go through the same single permit as a Mexican or an American. Your public documents get apostilled by whoever issued them (Ministry of Justice for criminal and judicial records, notarial colleges for notarial deeds), then certified Serbian translation. If you keep activity in Spain, talk to a gestor about your RETA status before setting up the Serbian preduzetnik so you do not pay contributions twice.

You enter visa-free for 90 days within 180. Argentina apostilles through the Foreign Ministry and also through the notarial colleges, usually the faster route with online appointments. A practical Argentine point: for proof of means, a peso statement distorted by the exchange gap confuses a Serbian officer; you are far better off showing a dollar or euro account, or an offshore account with regular income, plus your client contract. Serbia is also one of the few European destinations where the Schengen counter will not bite while you assemble your paperwork.

Colombians are among the passports with visa-free entry to Serbia for 90 days within 180, but verify the Serbian Foreign Ministry list before booking a flight: Serbia has revised its exemption regime several times in recent years under EU-alignment pressure, and some countries lost it overnight. Your strong advantage is the apostille: Colombia issues it online through the Cancillería, free of charge and within hours, so you can get records apostilled without travelling. All of it then gets translated into Serbian by a certified translator in Belgrade.

You enter visa-free for 90 days within 180. Your bottleneck is the police record: if it is requested, the FBI Identity History Summary must be apostilled by the State Department in Washington, and between fingerprints, issuance and apostille that can take weeks, so start it before you fly. Second important point: the US taxes by citizenship, so opening a Serbian preduzetnik or d.o.o. creates reporting obligations (foreign accounts and, depending on the case, the entity itself) even if you pay tax in Serbia. Talk to an expat-experienced CPA before incorporating anything.

Visa-free entry for 90 days within 180, like most of the region. Brazil is a Hague Convention party and the apostille is done at any authorised cartório, which is convenient and fast compared with other countries. As everywhere else, temporary residence and the single permit change nothing for a Brazilian: same file, same fees, same requirement of certified Serbian translation.

A genuine special case: Serbia was the first European country to apply a mutual visa waiver with China (in force since 2017), so Chinese passports enter visa-free, but with a shorter per-stay limit than the general one — typically 30 days per entry, with a cumulative cap within the half-year. Check the current detail with the Serbian Foreign Ministry, since this is a bilateral regime distinct from the general 90/180. For temporary residence there is no difference at all: the same single permit. Good paperwork news too: China has been a Hague Convention party since November 2023, so your documents now travel on an apostille rather than chain consular legalisation.

Serbia keeps a bilateral visa-free regime with Russia, but with a shorter stay than the standard one (usually 30 days per entry, with a cumulative cap within the half-year), not the general 90 days; confirm the current detail before flying. Belgrade and Novi Sad host a large Russian remote-worker community that arrived from 2022 onwards, which is precisely why many use the preduzetnik route described here. Temporary residence is applied for exactly like anyone else's; what does get practically harder is international payments and opening a bank account, so plan how you will document and receive income.

This is the example of why you must verify before flying: Indian passports were once visa-exempt for Serbia and that exemption was withdrawn in early 2023, as part of Serbia aligning with EU visa policy. Absent a later change, you now need a Serbian consular visa in advance; check with the Serbian Foreign Ministry or your nearest consulate. With a long-stay D visa the rest of the path is the same single permit; add that legalising your Indian documents and translating them into Serbian is usually the slowest leg of the process.

Antes de solicitarBefore you apply

Get these ready — several take weeks and the application can't start without them.

Confirm your entry regime BEFORE booking a flight, with the Serbian Foreign Ministry: Serbia has added and removed countries from its visa-exemption list several times in recent years. If you need a long-stay D visa, that consular appointment may be your first bottleneck.
Apostille in your home country every public document you might need (police record, birth certificate, marriage certificate, powers of attorney). Getting them remotely once you are in Serbia is slow and expensive; the US FBI check plus its apostille, for instance, takes weeks.
Have health insurance valid in Serbia for the entire period you will request, BEFORE filing. If you are not yet contributing to RFZO it must be a private or international travel policy, with dates and coverage legible and translated if not in Serbian or English.
Secure housing with a lease in your name and make sure the landlord files your prijava boravišta within the first 24 hours of arrival. Without that registered address you cannot file, and an informal off-the-books rental leaves you with no documentary basis.
No hay umbral oficial publicado, pero un expediente con ingresos regulares y trazables convence; uno con transferencias sueltas sin origen, no.Gather several months of bank statements and the contracts or invoices that explain where your money comes from. There is no published threshold, but a file with regular, traceable income convinces; one with loose transfers and no origin does not.
Decide the structure with a local adviser before registering anything: a preduzetnik on paušal is cheapest and fastest, but if you invoice nearly everything to a single foreign client you risk the 9-criteria independence test, which can reclassify you for tax purposes and sharply raise your burden.
Line up a court-certified translator (sudski prevodilac) for your language in the city where you will file, and budget time and money: every non-Serbian document needs translation, and this is where most files get delayed.

El proceso, paso a pasoThe process, step by step

8 pasos8 steps
  1. 1Entra sin visa y registra tu dirección en 24 horas (beli karton)Enter visa-free and register your address within 24 hours (beli karton)

If your passport is visa-exempt you enter and get 90 days within 180. Serbia requires you to register your address with the police within the first 24 hours: a hotel or Airbnb does it for you, but a private landlord must file it (it can now be done through the eUprava portal). Keep that receipt (the 'beli karton' / prijava boravišta): every later step asks for it, and border officers may ask on exit.

  2. 2Elige la base legal real: trabajo (preduzetnik/d.o.o.), inmueble o familiaPick your real legal basis: work (preduzetnik/d.o.o.), property, or family

Serbia does not grant residence for 'being a nomad'. You must fit one of the grounds in the Law on Foreigners: work, study, family reunification, ownership of real estate, medical treatment, or other justified reasons. For a remote worker the two realistic ones are: (a) registering as a preduzetnik (sole trader, usually under lump-sum 'paušal' taxation) or opening a d.o.o. and applying for the single residence-and-work permit; (b) buying property in Serbia and applying as an owner. Careful with (a) if you invoice a single foreign client: Serbia's 9-criteria 'independence test' reclassifies you for tax purposes if you fail 5 or more, at a much higher rate.

  3. 3Saca tu número fiscal de extranjero (EBS) en la Poreska upravaGet your foreigner's tax number (EBS) from the Tax Administration

Before registering any business or signing contracts you need the evidencioni broj za strana lica (EBS), the number the Tax Administration assigns to foreigners who have no JMBG. You request it at a Poreska uprava office with your passport and usually your address registration. It is fast and costs little or nothing, but without it the next step stalls.

  4. 4Registra el negocio en la APR y da de alta impuestos y bancoRegister the business with APR and set up tax and banking

Registration goes through the Business Registers Agency (APR), in person or via e-registration. As a preduzetnik you pick an activity code and, if eligible, the paušal regime (a flat monthly amount covering tax plus social contributions). Then you open a business bank account and file with the Tax Administration within the legal deadlines: registration and the paušal election have short windows of days from registration, so do not let them slide. A d.o.o. additionally needs symbolic share capital (≈ RSD 100) and a legal representative.

  5. 5Consigue alojamiento con contrato y seguro médico válido en SerbiaGet housing with a proper lease and health insurance valid in Serbia

Cuando tu empresa empiece a pagar contribuciones entras al sistema público RFZO.You need a lease in your name and the landlord must have filed your prijava boravišta at that address; an unregistered Airbnb will not carry the file. For the application you must prove health insurance valid in Serbia: if you are not yet paying into RFZO, a private or international travel policy covering the full requested period works (we are not aware of a published minimum coverage like in European nomad visas, so get a comprehensive policy on paper, translated if it is not in Serbian or English). Once your business starts paying contributions you enter the public RFZO system.

The single residence-and-work permit (jedinstvena dozvola) is filed through the government's foreigners portal or at the MUP foreigners' unit covering your address. You submit the full file, pay the republic administrative fees, and book a biometrics appointment (fingerprints and photo). Any foreign document must be apostilled and translated into Serbian by a court-certified translator (sudski prevodilac): an untranslated paper is the number one reason files get sent back.

  7. 7Responde requerimientos y espera la resoluciónAnswer any requests and wait for the decision

Serbian administrative procedure requires you to complete anything missing within the deadline given; if you do not answer, the file is closed. Requests for clarification about your business activity, source of funds, or lease are routine. While your application is pending and was filed within your legal stay, your presence is treated as regular until the decision, but keep the filing receipt: it is your proof at any check.

  8. 8Recoge la tarjeta biométrica y ponte al día con RFZO y renovaciónCollect the biometric card and get current with RFZO and renewals

Once approved, you collect the biometric residence card at MUP. From then on: keep monthly contributions current (falling behind kills the basis of your residence), get your RFZO health card, and register any change of address with the police. Renewal must be requested before the permit expires — the law sets it at no later than 30 days before — and letting it lapse forces you to start over.

Approval starts the clocks: a window to enter the country and deadline-bound steps after you land.

If you applied from abroad and were granted a D visa, you have a limited window to enter Serbia and appear to complete the process: check the validity printed on your visa and do not run it down, because entering late can force you to repeat the application.
After a positive decision you must go to MUP for biometrics (if not already given) and collect the biometric residence card. Issuance usually takes ≈ 2-4 weeks; until then, the printed decision is your proof of legal stay.
Address registration does not end with the first filing: every change of address must be reported to the police. Living at an address different from the registered one is a breach that can weigh against your renewal.
With work-based residence, your tax and contribution obligations start with your business: the Tax Administration issues your paušal assessment or your d.o.o. obligations, and those monthly amounts must be paid without fail. Stopping contributions destroys the very basis of your residence.
Once contributing, register with RFZO and get your health card to move from private insurance to the public system. Keep your private policy alive until that registration is active: leave no coverage gap.
Renewal must be filed BEFORE expiry — the rule sets it at no later than 30 days before — and in practice you should start two months ahead. If the permit lapses there is no automatic extension: you restart the whole file from scratch.
The clock for permanent residence starts on your first day of temporary residence: after 3 continuous years you can apply, but long absences break the continuity. And mind the tax side: exceeding 183 days in Serbia within 12 months makes you a Serbian tax resident, obliged to declare worldwide income — review it with an accountant and against your country's double-taxation treaty.
