Estancia de Trabajador o Prestador Remoto de Servicios — Ley N.º 9996 (Ley para Atraer Trabajadores y Prestadores Remotos de Servicios de carácter Internacional)
Es la vía oficial de nómada digital de Costa Rica: una "estancia" (no residencia) para personas que trabajan de forma remota para empleadores o clientes fuera del país. Te deja vivir legalmente hasta un año prorrogable, abrir cuenta bancaria, usar tu licencia de conducir extranjera y no pagar impuesto sobre la renta por tus ingresos del exterior. Es para asalariados remotos o freelancers/prestadores de servicios con ingreso estable y demostrable en el extranjero.This is Costa Rica's official digital nomad route: a "stay" (not a residency) for people who work remotely for employers or clients outside the country. It lets you live legally for up to one year, renewable, open a bank account, use your foreign driver's license, and pay no income tax on your foreign earnings. La Ley 9996 no restringe por nacionalidad: cualquier extranjero que cumpla el ingreso, el seguro y la prueba de trabajo remoto puede solicitar, y el trámite es el mismo para latinoamericanos, estadounidenses y europeos. Lo que sí cambia según tu pasaporte es la legalización de tus documentos: si tu país es firmante del Convenio de La Haya (caso de México, Colombia, Argentina, Chile, España, EE. UU. y la mayoría), tus antecedentes, extractos y contratos se validan con apostilla; si no lo es, necesitas legalización por vía consular, más lenta. Todo documento en otro idioma requiere traducción oficial al español. Puedes iniciar el trámite estando fuera del país o ya dentro de Costa Rica de forma legal (por ejemplo como turista), sin tener que volver a tu consulado. Ojo con la prueba de ingresos: si cobras en una moneda distinta al dólar, los extractos deben permitir a Migración verificar el equivalente al mínimo exigido.Law 9996 does not restrict by nationality: any foreigner who meets the income, insurance, and remote-work proof can apply, and the process is the same for Latin Americans, Americans, and Europeans. What does change with your passport is how you legalize your documents: if your country is a Hague Convention signatory (Mexico, Colombia, Argentina, Chile, Spain, the US, and most others), your records, statements, and contracts are validated with an apostille; if not, you need slower consular legalization. Any document in another language requires an official Spanish translation. Watch the income proof: if you're paid in a currency other than dollars, your statements must let Migration verify the equivalent of the required minimum.

España firma La Haya: apostilla tus documentos ante el órgano competente (Ministerio de Justicia / TSJ según el documento). Al estar en español no requieren traducción. Si tramitas desde fuera, el consulado competente es el de Costa Rica en Madrid.Eligible. You enter visa-free as a tourist (up to 90 days) and can apply inside Costa Rica or from Spain. Además, como cubano necesitas visa para entrar a Costa Rica, así que planifica hacer el trámite desde fuera y no cuentes con iniciarlo como turista dentro del país.Eligible by income, but Cuba is not a Hague signatory: your documents are not apostilled but legalized through the consular chain (slower and costlier). Also, as a Cuban you need a visa to enter Costa Rica, so plan to run the process from abroad and don't count on starting it as a tourist inside the country.

2Presenta la solicitud a MigraciónFile the application with Migration
La solicitud se presenta ante la Dirección General de Migración y Extranjería (DGME), por su plataforma digital o de forma presencial/por gestor. Puede iniciarse estando fuera del país o encontrándote legalmente dentro de Costa Rica (por ejemplo como turista). Se paga la tasa de solicitud.The application is filed with the Directorate General of Migration (DGME), through its digital platform or in person/via an agent. It can be started from abroad or while you are legally inside Costa Rica (for example as a tourist). You pay the application fee.
3Espera la resolución de la DGMEWait for the DGME decision
Migración revisa el expediente y emite la aprobación de la estancia. Si falta algún requisito, te lo prevendrán para subsanarlo dentro del plazo indicado.Migration reviews the file and issues approval of the stay. If a requirement is missing, they will notify you to correct it within the stated deadline.
4Acredita el seguro y paga las tasasProve insurance and pay fees
Con la aprobación, formalizas el pago de las tasas correspondientes y acreditas el seguro médico exigido durante toda la vigencia de la estancia. A diferencia de la residencia ordinaria, la estancia de la Ley 9996 no obliga a inscribirte en la Caja (CCSS): basta con la póliza de seguro médico.With approval, you complete payment of the applicable fees and evidence the required health insurance for the full duration of the stay. Unlike ordinary residency, the Law 9996 stay does not require you to enroll in the CCSS (the Caja): a private medical insurance policy is enough.
5Registra huellas y saca el DIMEXRegister fingerprints and get the DIMEX
Acudes a registrar tus huellas y tramitar el documento DIMEX (Documento de Identidad Migratorio para Extranjeros), que es tu carné que acredita la estancia dentro del país.You attend to register your fingerprints and obtain the DIMEX (Migratory Identity Document for Foreigners), the card that proves your stay inside the country.
6Vive y renueva a tiempoLive and renew on time
La estancia rige por un año. Si quieres el segundo año, solicitas la prórroga antes del vencimiento habiendo cumplido la permanencia mínima en el país.The stay runs for one year. If you want the second year, request the extension before expiry, having met the minimum time in the country.

- Al aprobarte se te concede la estancia de trabajador remoto por 1 año. El plazo exacto para ingresar y activar el permiso viene indicado en tu resolución/visado — respétalo tal como esté impreso.Once approved, you're granted the remote-worker stay for 1 year. The exact deadline to enter and activate the permit is stated on your resolution/visa — follow it exactly as printed.
- Tras llegar debes presentarte en Migración para el registro biométrico (huellas/foto) y recibir tu documento acreditativo (DIMEX). Hazlo pronto; no lo dejes correr una vez estés en el país.After arriving you must appear at Migración for biometric registration (fingerprints/photo) and receive your credential document (DIMEX).
