Luanda

Luanda is the capital of Angola, a big port city facing the Atlantic and one of the most expensive cities in the world thanks to its oil economy. Founded by the Portuguese in the 16th century, it blends colonial forts, modern seafront towers and vast musseques (working-class neighborhoods). Portuguese is spoken, kizomba and semba music rule, and urban life is intense and full of contrast. It's neither a cheap nor an easy destination, but it is a very real one.

¿Cuánto necesitas al mes en Luanda? How much do you need per month in Luanda?
Luanda is not a nomad base, and that's worth saying up front: it's an oil, gas and diamonds town where foreigners arrive on a contract from an energy company, a contractor, an embassy or an NGO, or through the Portuguese and Brazilian diaspora — nearly always with housing, transport and insurance paid by the employer. I'm not aware of any Angolan digital nomad visa, almost nobody speaks English outside the corporate bubble, and everything a foreigner consumes is imported: Luanda topped the world's "most expensive city for expats" rankings for years and, though it slid down the list after the kwanza's devaluations, it's still brutally expensive for anyone living in dollars. It works if someone sends you and covers the package; it doesn't work if you show up alone on mid-sized remote income, because you'd pay first-world prices for infrastructure that keeps failing.

Better than the reputation suggests, but expensive and uneven. Angola holds its own submarine cable capacity, including a direct link toward Brazil, so latency to Europe and South America is workable and video calls hold up. On home fiber in Talatona or Miramar, a fair expectation is ≈10–60 Mbps depending on plan and building (faster plans exist, cost a lot, and don't always deliver); in areas without fiber you live on mobile. Unitel is the dominant carrier, Africell arrived later and pushed data prices down, 4G coverage across the city is broad, and there's 5G in scattered pockets — but don't build your workday around it. The real bottleneck isn't bandwidth, it's power: outages are routine, and without a generator or a battery inverter your router dies mid-meeting. I'm not aware of systematic internet censorship or VPN blocking, though mobile crawls at peak hours and can degrade during episodes of social unrest.
CoworkingCoworking
There is essentially no coworking scene for nomads, and I won't invent one. Angola does have a small startup and creative-hub ecosystem — the best known is Fabrica de Sabao, a culture and entrepreneurship space in the old part of town, plus incubators tied to banks and telcos — but they run as local, Portuguese-language communities, not as flexible desks for foreigners passing through; check that it's still open and sells day or month passes before you count on it. What people who actually work here use is their employer's office, and for meetings the lobby or cafe of a big hotel (the Epic Sana is the classic), where you pay airport-cafe prices to sit with wifi and air conditioning. If you need a fixed place to work, budget for that place to be your own apartment, with a generator or inverter.
Talatona is where most contracted foreigners live: south of the center, gated condos with their own generator, water and guards, a mall next door, and many corporate offices and diplomatic missions that relocated there. Miramar is the classic hilltop embassy-and-residence neighborhood overlooking the bay and the Ilha — expensive and quiet. Ilha do Cabo (the Ilha) is the sand spit with beach, restaurants and nightlife: people go out there far more than they live there. Alvalade and Maianga are the urban, more mixed option, close to the Baixa, home to Angolan middle class plus the occasional foreigner who already knows the city; Kilamba, the satellite block-city to the south, is markedly cheaper but sits far out and sentences you to the traffic.
ComunidadCommunity
There's no nomad community — there's an expat community, which is a different animal. It organizes by employer and by passport: Portuguese (the largest group and the easiest to join if you speak the language), Brazilians, French and Italians in energy, Chinese and Indians in construction and infrastructure, plus aid workers and embassy staff. You meet people at work, at the international schools, in the Ilha restaurants and on weekend trips to Mussulo — not at a Meetup event. Angolans are sociable and hospitable, but the city is sharply stratified and without Portuguese you stay locked inside the bubble: arriving alone, with no employer to introduce you to anyone, is genuinely lonely for the first few months.
Four things wreck plans here. One, money: Angola isn't under sanctions, but the kwanza isn't convertible outside the country and has been devalued repeatedly, foreign cards are poorly accepted outside hotels and malls (local payments run on the Multicaixa network, which usually wants an Angolan card), and pulling cash with a foreign card can be a headache — arrive with USD or EUR cash and a banking plan B. Two, entry and status: since 2023 Angola dropped tourist visa requirements for citizens of dozens of countries on short stays, but that's tourism, not a right to work or reside; staying means sponsorship from an Angolan company, and the process is slow and bureaucratic. Confirm your own case with the consulate before buying a ticket, and bring your yellow fever certificate — it does get checked. Three, health and day-to-day safety: malaria is real in Luanda, talk to a doctor about prophylaxis; serious medical care is limited (Sagrada Esperanca and Girassol are the go-to names) and without insurance that includes air evacuation you're exposed. Add street and vehicle crime — don't walk at night, don't flash a phone — and the golden rule: never photograph government buildings, military sites, ports or the airport. Four, the street can ignite: in July 2025 a cut to the fuel subsidy set off a taxi strike and violent protests in Luanda, with looting and deaths; when that happens the city seizes up for days. And the everyday traffic: crossing Luanda at rush hour can eat two hours, so living far from where you work isn't a saving, it's a daily tax.
Figures in US dollars and approximate, reviewed in September 2026, for one person.
